Prophesied To Restore God’s People In Exile
Prophecy of Babylonian Exile
Isaiah 39
[5] Then Isaiah said to Hezekiah, “Hear the word of the LORD of hosts: [6] Behold, the days are coming, when all that is in your house, and that which your fathers have stored up till this day, shall be carried to Babylon. Nothing shall be left, says the LORD. [7] And some of your own sons, who will come from you, whom you will father, shall be taken away, and they shall be eunuchs in the palace of the king of Babylon.”
Fulfillment of Prophecy of Babylonian Exile
2 Kings 25
[8] In the fifth month, on the seventh day of the month—that was the nineteenth year of King Nebuchadnezzar, king of Babylon—Nebuzaradan, the captain of the bodyguard, a servant of the king of Babylon, came to Jerusalem. [9] And he burned the house of the LORD and the king’s house and all the houses of Jerusalem; every great house he burned down. [10] And all the army of the Chaldeans, who were with the captain of the guard, broke down the walls around Jerusalem. [11] And the rest of the people who were left in the city and the deserters who had deserted to the king of Babylon, together with the rest of the multitude, Nebuzaradan the captain of the guard carried into exile.
Prophecy of Restoration From Babylonian Exile
Through the same prophet Isaiah who had spoken about Babylonian exile of the Kingdom of Judah in chapter 39; God also speaks about the return of the Jews back to the Promised Land. 150 years before the famed Achaemenid Empire aka Persian Empire was founded by Cyrus The Great, Isaiah prophesies about a future when Israel would return from their exile in chapter 44 & 45.
Isaiah 44
[21] Remember these things, O Jacob,
and Israel, for you are my servant;
I formed you; you are my servant;
O Israel, you will not be forgotten by me.
[22] I have blotted out your transgressions like a cloud
and your sins like mist;
return to me, for I have redeemed you.
[28] who says of Cyrus, ‘He is my shepherd,
and he shall fulfill all my purpose’;
saying of Jerusalem, ‘She shall be built,’
and of the temple, ‘Your foundation shall be laid.’”
Isaiah 45
[1] Thus says the LORD to his anointed, to Cyrus,
whose right hand I have grasped,
to subdue nations before him
and to loose the belts of kings,
to open doors before him
that gates may not be closed:
[2] “I will go before you
and level the exalted places,
I will break in pieces the doors of bronze
and cut through the bars of iron,
[3] I will give you the treasures of darkness
and the hoards in secret places,
that you may know that it is I, the LORD,
the God of Israel, who call you by your name.
[4] For the sake of my servant Jacob,
and Israel my chosen,
I call you by your name,
I name you, though you do not know me.
Fulfillment of Prophecy of Restoration From Babylonian Exile
While history may have a lot to say about the Persian Empire and its achievements; according to the perspective of the Sovereign Lord, its rise is attributed for the sake of God’s people. This prophecy will come to pass during the reign of King Cyrus – founder of Achaemenid aka Persian Empire.
Ezra 1
[2] “Thus says Cyrus king of Persia: The LORD, the God of heaven, has given me all the kingdoms of the earth, and he has charged me to build him a house at Jerusalem, which is in Judah. [3] Whoever is among you of all his people, may his God be with him, and let him go up to Jerusalem, which is in Judah, and rebuild the house of the LORD, the God of Israel—he is the God who is in Jerusalem. [4] And let each survivor, in whatever place he sojourns, be assisted by the men of his place with silver and gold, with goods and with beasts, besides freewill offerings for the house of God that is in Jerusalem.”

Prophecy About Judgement on Babylonian Empire
Notice how in the following prophecies about judgement on Babylonian Empire, the rise of Elam and Media are prophesied. Notice how the reference of Elam in Isaiah is now referenced as Persia in Daniel. Literally, Persia was derived from the province of Pars (Fars)2, while Elam was a different province with more ancient roots. They both would be in what would be the core of the Persian Empire.
Isaiah 21
[2] A stern vision is told to me;
the traitor betrays,
and the destroyer destroys.
Go up, O Elam;
lay siege, O Media;
all the sighing she has caused
I bring to an end.
Daniel 5
[25] And this is the writing that was inscribed: MENE, MENE, TEKEL, and PARSIN. [26] This is the interpretation of the matter: MENE, God has numbered the days of your kingdom and brought it to an end; [27] TEKEL, you have been weighed in the balances and found wanting; [28] PERES, your kingdom is divided and given to the Medes and Persians.”
Daniel chapter 8 is the prophetic future of the Persian Empire and how it would be taken over by the future Greco-Roman Empire. All this while he was living under the Babylonian Empire. Notice the location of Susa – in the province of Elam

[1] In the third year of the reign of King Belshazzar a vision appeared to me, Daniel, after that which appeared to me at the first.
[2] And I saw in the vision; and when I saw, I was in Susa the citadel, which is in the province of Elam. And I saw in the vision, and I was at the Ulai canal.
Rescued God’s People From Annihilation
Book of Esther is essentially the story of God using an orphaned Jewish girl, raised to become Queen of the land rescues her people from the brink of annihilation.

[1] Now in the days of Ahasuerus, the Ahasuerus who reigned from India to Ethiopia over 127 provinces, [2] in those days when King Ahasuerus sat on his royal throne in Susa, the citadel, [3] in the third year of his reign he gave a feast for all his officials and servants. The army of Persia and Media and the nobles and governors of the provinces were before him.

Rescue from the Plan for Annihilation
Esther 8
[7] Then King Ahasuerus said to Queen Esther and to Mordecai the Jew, “Behold, I have given Esther the house of Haman, and they have hanged him on the gallows, because he intended to lay hands on the Jews. [8] But you may write as you please with regard to the Jews, in the name of the king, and seal it with the king’s ring, for an edict written in the name of the king and sealed with the king’s ring cannot be revoked.”
Esther 10
[3] For Mordecai the Jew was second in rank to King Ahasuerus, and he was great among the Jews and popular with the multitude of his brothers, for he sought the welfare of his people and spoke peace to all his people.
Sustained God’s People During Rebuilding & Reformation
Although the Jewish return from Babylonian exile began under Cyrus the Great, the founder of the Persian Empire—who issued a decree allowing the exiles to return and rebuild the Temple—the city of Jerusalem itself remained largely in ruins and unrestored for decades.
Later, leaders such as Ezra and Nehemiah spearheaded major efforts to rebuild Jerusalem’s walls and infrastructure, while also reforming religious practices to align with the Mosaic Law and protect the community. Subsequent Persian rulers, including those who supported Ezra and Nehemiah (such as Artaxerxes), played a crucial role in enabling and sustaining the Jewish people’s reestablishment in the Promised Land.
Royal Decree Empowering Ezra – the Scribe and Priest
Ezra 7:11–20
[11] This is a copy of the letter that King Artaxerxes gave to Ezra the priest, the scribe, a man learned in matters of the commandments of the LORD and his statutes for Israel: [12] “Artaxerxes, king of kings, to Ezra the priest, the scribe of the Law of the God of heaven. Peace. And now [13] I make a decree that anyone of the people of Israel or their priests or Levites in my kingdom, who freely offers to go to Jerusalem, may go with you. [14] For you are sent by the king and his seven counselors to make inquiries about Judah and Jerusalem according to the Law of your God, which is in your hand, [15] and also to carry the silver and gold that the king and his counselors have freely offered to the God of Israel, whose dwelling is in Jerusalem, [16] with all the silver and gold that you shall find in the whole province of Babylonia, and with the freewill offerings of the people and the priests, vowed willingly for the house of their God that is in Jerusalem. [17] With this money, then, you shall with all diligence buy bulls, rams, and lambs, with their grain offerings and their drink offerings, and you shall offer them on the altar of the house of your God that is in Jerusalem. [18] Whatever seems good to you and your brothers to do with the rest of the silver and gold, you may do, according to the will of your God. [19] The vessels that have been given you for the service of the house of your God, you shall deliver before the God of Jerusalem. [20] And whatever else is required for the house of your God, which it falls to you to provide, you may provide it out of the king’s treasury.
Royal Grant for a Special Mission To Nehemiah – the King’s Cupbearer
Nehemiah 2:1–8
[1] In the month of Nisan, in the twentieth year of King Artaxerxes, when wine was before him, I took up the wine and gave it to the king. Now I had not been sad in his presence. [2] And the king said to me, “Why is your face sad, seeing you are not sick? This is nothing but sadness of the heart.” Then I was very much afraid. [3] I said to the king, “Let the king live forever! Why should not my face be sad, when the city, the place of my fathers’ graves, lies in ruins, and its gates have been destroyed by fire?” [4] Then the king said to me, “What are you requesting?” So I prayed to the God of heaven. [5] And I said to the king, “If it pleases the king, and if your servant has found favor in your sight, that you send me to Judah, to the city of my fathers’ graves, that I may rebuild it.” [6] And the king said to me (the queen sitting beside him), “How long will you be gone, and when will you return?” So it pleased the king to send me when I had given him a time. [7] And I said to the king, “If it pleases the king, let letters be given me to the governors of the province Beyond the River, that they may let me pass through until I come to Judah, [8] and a letter to Asaph, the keeper of the king’s forest, that he may give me timber to make beams for the gates of the fortress of the temple, and for the wall of the city, and for the house that I shall occupy.” And the king granted me what I asked, for the good hand of my God was upon me.
Included Among God’s People
Over time, the Persian Empire gave way to successive Greco-Roman powers. By the era of the New Testament, ongoing connections persisted between the core region of ancient Persia (now part of the Parthian Empire) and Jerusalem. These ties were maintained especially through the widespread Jewish diaspora communities scattered across the East and beyond. Traditionally, the Magi—often understood as wise men or priests from the East (likely linked to Persian/Parthian heritage)—who brought gifts to honor the newborn Jesus are seen as representatives of these enduring cultural and historical links.
Matthew 2:1–2
[1] Now after Jesus was born in Bethlehem of Judea in the days of Herod the king, behold, wise men from the east came to Jerusalem, [2] saying, “Where is he who has been born king of the Jews? For we saw his star when it rose and have come to worship him.”
Following the death and resurrection of Jesus Christ, on the Day of Pentecost, people from regions associated with ancient Persia—specifically Parthians, Medes, and Elamites—are explicitly named among those present in Jerusalem. These groups, representing Jewish pilgrims and proselytes from the Parthian Empire (which encompassed much of modern-day Iran and surrounding areas), heard the apostles declaring the wonders of God in their own languages. As part of the diverse crowd that responded to Peter’s message, many were baptized and added to the early church that very day (Acts 2:41), making these eastern representatives among the first to form the 1st-century Christian community.
Acts 2:5–12
[5] Now there were dwelling in Jerusalem Jews, devout men from every nation under heaven. [6] And at this sound the multitude came together, and they were bewildered, because each one was hearing them speak in his own language. [7] And they were amazed and astonished, saying, “Are not all these who are speaking Galileans? [8] And how is it that we hear, each of us in his own native language? [9] Parthians and Medes and Elamites and residents of Mesopotamia, Judea and Cappadocia, Pontus and Asia, [10] Phrygia and Pamphylia, Egypt and the parts of Libya belonging to Cyrene, and visitors from Rome, [11] both Jews and proselytes, Cretans and Arabians—we hear them telling in our own tongues the mighty works of God.” [12] And all were amazed and perplexed, saying to one another, “What does this mean?”
Over the following centuries, as the Christian communities in the region of Mesopotamia, Persia, and beyond developed outside the boundaries of the Roman/Byzantine Empire, they coalesced into what became formally known as the Church of the East (also called the East Syriac Church or the Persian Church).
Adversary of God’s People
In Middle East today—and across many centuries—persecution of Christians has been widespread, reflecting a strong anti-Christ spirit. Biblical prophecy describes Persia (modern-day Iran) as one of the nations that, in the end times, will join a multi-nation coalition rising up against Israel (as seen in passages like Ezekiel 38). Viewing these prophecies through the lens of current events, the unifying factor among these nations appears to be a shared theological stance: one that views Israel as inherently evil and rejects Jesus Christ as the Son of God who died on the cross to atone for humanity’s sins.
Ezekiel 38:1–6, 14-16
[1] The word of the LORD came to me: [2] “Son of man, set your face toward Gog, of the land of Magog, the chief prince of Meshech and Tubal, and prophesy against him [3] and say, Thus says the Lord GOD: Behold, I am against you, O Gog, chief prince of Meshech and Tubal. [4] And I will turn you about and put hooks into your jaws, and I will bring you out, and all your army, horses and horsemen, all of them clothed in full armor, a great host, all of them with buckler and shield, wielding swords. [5] Persia, Cush, and Put are with them, all of them with shield and helmet; [6] Gomer and all his hordes; Beth-togarmah from the uttermost parts of the north with all his hordes—many peoples are with you.
[14] “Therefore, son of man, prophesy, and say to Gog, Thus says the Lord GOD: On that day when my people Israel are dwelling securely, will you not know it? [15] You will come from your place out of the uttermost parts of the north, you and many peoples with you, all of them riding on horses, a great host, a mighty army. [16] You will come up against my people Israel, like a cloud covering the land. In the latter days I will bring you against my land, that the nations may know me, when through you, O Gog, I vindicate my holiness before their eyes.
